Too bad this article avoids describing what some of the complex ethical issues are. In my mind the big one is that nation-states could take over the creation and raising of children, creating a population of their choosing. Of course they can already do that to some extent by controlling education, but a population created by mandate rather than the choice of individuals seems likely to be under control to a degree never seen by the world before. A nation of clones would be one possibility.
