The article fails to mention the most important aspect of steel reinforced concrete. Steel and concrete have matching coefficients of thermal expansion. This prevents internal stresses that would be created if they were different.

But for that, there would be no engineering utility to adding steel to concrete...or concrete to steel which is probably a better way of thinking about it.
